That's what I thought but I ran across someone who insists that there is no hole. Maybe they initially didn't have holes and later changed when a few boats sank. I don't know how old the boat is.

Isn't there supposed to be a small hole at the top of the casting to prevent siphoning when the boat is stopped? If so how large should it be?

Just remember it doesn't take much oxidation at all at 6 volts and it will act just like a dead battery. To add to what Jim said. When you have the spark plugs removed try to manually turn the engine over. If you can turn it over manually, but the battery/starter system can't then you know for sure its just electrical. If you can't then something is wrong mechanically.
