Check the linkage first but I suspect you have an engine problem like a head gasket or burned exhaust valves. Healthy CC flat head sixes were generally set up to top out between 3000 and 3200 RPM.

A note on Sea Skiff hull painting. After about 1962 CC used paper covered plywood for the topside strakes. 353Y looks like the original Stewart Warner number. It is probably still available. I think the OEM had a rubber boot over the sender.

My '67 35' Sea Skiff Corinthian does not have engine sea cocks or strainers. My surveyor always points that out to on his periodic serveys. I just ask him to try to touch the thru-hulls. The are under the engines and not touchable.

The at rest voltage of a 12 volt lead acid battery is 12.6 volts at 70 deg F. Its fully charged "float" voltage is 13.6. Nominal charging voltage is between 13.8 and 14.4 volts. Above 14.4 and you will overcharge the attery and eventually destroy it.

First, is the generator one that uses a "third" brush for voltage regulation or does it use a voltage regulator in the cut-out box. Those are very unusual mufflers. You've got dry exhaust going in and it looks like wet exhaust going out. They serve as exhaust risers, looks like. To replace them you'd need to find the exhaust elbows and pipe into a a "lift" muffler.

I can't buy my favorite varnish for building coats anymore. Interlux 100 Jet Speed. What do you other finishers use. For fonish coats I've had to switch to ZSPAR Captains varnish. I'm still getting used to it.

I looked at your oil pressure sensing plumbing. I saw plastic tubing running to what I guess is the analog gauge. I would never trust plastic tubing that could rupture and dump the entire crank case of oil into the bilge and destroy your engine. Get metalic tubing. This isn't a hot rod.

The burned paint is around what I will call the "hot well". There is a "well" (5 sided box) cast into the manifold that exhaust gas heats that is used for the automatic choke sensor. On many GM engines there is a spring inserted in this cavity that changes tension as it warms to control the choke on...
