I have similar covering boards on my '67 Sea Skiff Corinthian. My covers fit into a slot behind the coming boards and are screwed to a cleat at the bottom. Mine are 1/4 inch mahogany veneer marine ply, stained and varnished. I can't imagine CC gluing them to to a cleat. Might be bedding compound.

Those Detroits are designed to run flat out for a life time. They are governed to the design speed with a safety factor. If they can't get to 2400 - 2500 RPM they have a problem perhaps. Typical cruise for 2-stroke 71 series Detroits 2100 to 2300 RPM.

You didn't state size. I guessing the boat is 48 to 55 ft and has a pair of 6-71 GM (Graymarine) engines. They were found in 50s and early 60s cruisers at 40 ft plus. The delaminated area is about 4 inches in diameter, It doesn't reach the edge of the strake. We found it by "sounding" the bottom with a leather mallet. The surveyor didn't pull any fasteners. I have always used caulking cotton, like used to caulk plank seams. Then, bedding compound under the trim ring.

You're going to get 5 or so gallon of nasty black diesel lub oil out of each 8-71. Keep lot of oil rags handy. Changing the filters is fun too.

Go to a good old fashioned auto parts store, maybe a NAPA, and let them help. There are catalogs out there of all sorts of part like PCV valves et al. A big box chain store won't help. But the valve you need is likely used on a tractor or some industrial machine. A bit of research should turn one up...

I'll be watching to see how you do on the learning curve. I've tended to my 1967 35 ft Corinthian Sea Skiff for almost 30 years. I've learned a lot but some learnings just won't come; like cabin leaks.

Just maybe your problem isn't with the fuel pump. You say stalling occurs as you pull back to idle after running at speed. If you were having fuel starvation it would show up at speed, usually. My 1958 30ft CC Sea Skiff was 12 volt from the factory. So was the 1959 that my father had. The 21 ft pre-cavalier we had was a 56 model and it was 6 volt.

Where the wood has de-laminated it has lost most of its strength. Replacing it is really a safety issue. Your hull sides are probably 3/8 or 1/2 inch mahogany venier marine grade plywood. The thermostat was designed and manufactured by Holley, the carbeurator company. The down side of the Holley design is that is limits the cooling water discharged into the exhaust system hence the piping run a lot hotter.

While you have the head off, at least check for burned exhaust valves. Burned valves lead to valve seat and block cracks which are so common on the old Herculese engines. You might want consider installing hard valve seat inserts. All the Hercs are prone to valve seat cracks.Some machinists used to have ( and still do) portable boring machine that can do the machine for valve seats on site.

Its a gear type pump. You can tell by the grease cup and the two bearings bosses cast into the cover.

Vacuum leaks? Check the PCV valve first. Stuck open it makes a big vacuum leak.

Noisy Trans
If your Paragons are making a lot of noise at low speed there is a high likely hood you have a carb that has a blocked idle jet and at low speed your engine is running on 4 cylinders instead of 8. Its a common problem. That would relate to stalling as well.

Don't overlook a vacuum leak, When you pull back the throttle, you shift the carb from main (high speed) jets to the idle jets.
