Look to what Forrie Kanipe (38-years with Chris-Craft, mostly as quality-control manager at the Cadillac plant, where the blond-deck runabouts were made) said, in a video available only on Boat Buzz!

A correctly done '5200 bottom' includes 10-mil (4 to 6 coats) of Interlux 2000E Barrier Coat Primer before a couple coats of bottom paint. This keeps water out of the bottom planking. The locking tabs are in the exactly-wrong-place, they should be on the flats. I'm surprised that your shaft coupler's pilot bearing even fit! That card did come from the Cadillac Plant, they were not on the water and so the dealer was required to watertest the boat, note the title at the top.
