One Layer or Two?

We are making a travel cover for our 18' C Sportsman. We have seen covers that are one layer, made of non-marking material on the inside and water resistant material on the outside. Also we see the two layer approach, with each fabric serving a distinct function.
Any ideas on which works the best?

We have made a bunch of travel covers over the years and always went with 2 separate covers. One felt down to the very bottom of the boat and then the outer water proof cover just beyond the bottom edge. This way it wraps under the boat so less air is capable of getting under the cover. We use bungee cord about every 3 feet through eyelets and cinch it down tight to the trailer. It works very well.

The guy that did my cover last August did the one with the one layer. I was skeptical at first, HOWEVER I trailered the boat 2300 miles to the Sunnyland show and back and there was no wear or scuffing evident anywhere.
