Getting closer to finishing this 17' Sportsman and have searched the site for info on installing the CC decal on the hull sides. I plan on a finish sanding, placing the decal, letting it cure and varnishing over followed by another light sanding and a second coat.
Is this recommended?

You don't need to varnish over the decal.

Varnishing or not varnishing over the decal can be done both ways. There is some protection of the decal if a couple of coats of varnish are applied over it. The postwar decals are silver and white and the decal will take on a slight golden hue once the varnish covers it. I personally like the gold hue as it looks vintage but that's just one man's opinion. I also like the deck striping a golden hue for the same reason but understand why some paint them white after varnishing.
If you will varnish over, try using a gray Scotch-Brite pad over the decal instead of sandpaper.
