Fish Box with pump 1938-1939

I am new to this forum, so i hope i am doing this correctly. I didn't see anything on Fish boxes for pre-war utility. When i received the hull card (attached) build sheet, it has extra equipment, among other stuff a Fish Box with pump and Aft Steerer. can anyone help me with these two items?

Fish box is usually under the rear seat.
Aft steering is spliced in to the steering rod. Lift the floor in front of the rear seat and it will probably still be there.
